Unhappy ignition/starter motor help

Well the ignition is broken I think, I'm on a low budget so I'm trying to do anything in order to start it without having to replace it. Here's the deal I have a Haynes manual and it says:

"6. To check the solenoid, connect a jumper lead between the battery (+) and the ignition switch terminal (the small terminal) on the solenoid. If the starter motor now operates, the solenoid is OK and the problem is in the ignition switch, Neutral start switch or in the wiring."

My question is, what is a jumper lead? And if it works and the starter motor turns can I start the car using just the jumper lead to get the engine to crank over?

I know the starter motor works because the ignition used to turn over, but when I installed the new carb the key wouldn't turn the ignition anymore and the steering wheel locked. I just need this car to get started because its for a science fair project and the due dates getting closer. Can anyone help?

I used to work at a Ford incoming call center at a dealership, yes, people sometimes don't know that the steering wheel locks like that . You'd be surprised how many people didn't know that their car won't go anywhere when their brake lights are out too (newer ones that is) .

I'm not that dumb, the key won't turn the ignition. If the steering wheel locks I can jiggle the ignition and unlock it to turn but the key still won't turn.

if the key wont turn, it is not a problem under the hood. if the key will turn enough to unlock the wheel , it should also rotate to "start" position. maybe u can watch one of your friends how they start their cars? thats what friends are for.
