Had a friend give us a Camry but the title he has for it looks like it's the original (original purchasers name on it) and issue date is 98, but it has since been registered by another person that is no longer in the country. How would I go about getting this registered in my name without the current title for the vehicle? Any help is appreciated.....

 

Sounds as though it was sold to the other person that had it registered. Perhaps they got a duplicate title and sold it with that one. If so it belongs to the reistered owner. You should get in touch with the DMV because you or your friend may not even own it.

one way to get a title is to impound it. if they cant help you pm me and ill impound the vehicle and get you a title for $300

Yep, like I said it was given to us by a friend that was given the car by the registered owner. Just getting ahold of the owner in Japan isn't working out very well.
