Its in no way shape or form what your thinking of. I have a buddie over there, He has an r33 on base, and hes been over there for almost a year, and still doesn't have enough rank to venture off base at his own freedom. He does have some pretty dope parts he's bring back over tho 
yeah its really not liek you can just say ill bbl im gona go drifting or im going to upgradge to get some bad ass parts and pick up some craigs list whores japan style.. you have to be at a higer rank to leave unless you want to go on a feild trip with like i think your whole unit goes i belive... i may be wrong tho...
