The boost control on the stock ECU is fairly sophisticated and meant to constantly vary boost to produce large flat torque curves over the rpm range. Chances are the car with the boost controller set to 15psi is a little more peaky and doesn't have as broad a power band. The stock ECU can go up to 14-15psi on its own anyways.
