I think you may find that certain turbo setups or aftermarket parts will only be available for one engine or another... do as much research as you can before spending (possibly) unnecessary money on a swap.

Forward motion. They are big with the turbo dodges and as of this weekend they have the fastest neon out there after only 2 trips to the track with it.... 10.18 @ 134. Mike DeMoss owns the place is is pretty sharp with cars.

As for the twin cam v/s the single cam. Yep... twin cam flows more at higher horsepower. but both are rated at 150 hp stock. Twin cam is also more fragile.
not sure what that neon has in it but check this out http://www.turbosystem.com/Hahn_Automotive/Neon/World_s_Quickest/SOHC_Neon/sohc_neon.html
that is the Hahn RaceCraft page for the SOHC (base) neon engine... They put on the turbo kit PLUS a bunch of other parts and ran almost a 13 flat with an automatic transmission.
That is awesome performance out of a neon thats all I know.
That is fast by anyones standards.

Just got some new info you can swap in a 2.4L out of a PT Cruiser and you should be in the 13s out of the box...
