They do have timing chains, it is probably the serpentine belt tensioner that got replaced. If you are seriously gonna get a MK4 GTI get a 24v (2002.5+), you will be much happier.
At that mileage I would look into the timing chains, waterpump, rear main seal, and clutch. If the coilpacks and/or window regulators go, they should be replaced for free at any VW dealership.
