due to the depth of the 'scratches' in the aluminum me thinks you will need to start with a pretty abrasive sand paper and work your way from there. wait, do you mean cutting as in cutting & polishing or actually cutting it in half? if you want to cut it Aluminum is soft, hacksaw that shit.

welll c it was a chain guard tag relocater but i bought a new fender bracket but now i want to cut the tag part off and still us the chain guard

how thick is it??? you could use a saw zaw with a metal blade, then go back over it with a file to smooth the rough edge off.
