a title cant be transfered to a new owner with a lein on it which in turn doesnt allow you to register it. the lein has to be paid off first issuing the title a lein release. if the bike ever gets towed then the bike goes back to the bank who owns it and you loose all your money. i wouldnt ride it on the street.
