Chin HPDE at Sebring Jan 28th.
Chin will be using the short course at Sebring and registration is limited to 50 cars. The slots will fill up quickly, so if you are interested sign-up soon.

so is this for experienced drivers only? And also would my civic be out of place at this event?

No you don't need experience. If you have never been on the track, they will assign you an instructor. Make sure your brakes and tires are in good working order and the car isn't leaking any fluid.

Is that price $275 for each person?Plus another $50 for a instructor?

289 for the driver and 50.00 the instructor.

Plus a $50 annual club membership.
Not cheap at all... but very rewarding.
Also keep in mind that this is a real race track, you'll be going real fast, and there are real walls to hit! Not trying to scare you away... just be aware of the realities.
