Welcome to the autocross world. There are no "open" places to just go practice for free. Your best bet is just to start going to autocrosses.

You can sometimes play in empty parking lots a little if you're careful and don't stick around long enough to get caught... but I didn't tell you that... play at your own risk.

Do you care about being competitive in SCCA Solo II, or are you just doing this for fun? Sounds like your mods are pretty extreme for anything but maaaaybe STX or SM without getting into some seriously non-streetable race-prepared competition.

I'm not a Mustang guy but that sounds like ESP to me. Not sure about the subframe connectors.

Subframe connectors put him into SM or CP.

I've got a Maximum Motorsports strut tower brace sitting in the closet from my 01 Mustang days. Never got around to installing it. Let me know if you're interested.

a modified car is not the best machine to start with either (IMO). best to learn on a stock vehicle, then modify the vehicle as your skills grow.

C prepared power is not the best to learn on. You could build a decent regionally competitive and streetable ESP car and have fun with that. There's a sticky with a link to the rule book which give legal street prepared mods - take a look at that before you do too much. Of course, sunriders and PCA don't care what you do as everything runs in the same class anyway. Sunriders is a great place to start in my opinion.
