hmm, I believe I've figured out why my wheels are rubbing. My wheels got stolen a while back at a body shop, and they had to move the car. We got 14 in. steelies, but they would fit, so the guy at the shop hacked off a plastic, alsmot spacer-like collar, that would have been between the wheel and hub. Now the wheel sits up against just straight metal, anyone think this could be causing the problem?

I think those black plastic things are Hubcentric rings. Used to fill up any space between the custom wheel and the hub to stop vibration.

If your wheel wasn't sitting flat on the disc/ drum brakes then that could be the problem, but you didn't notice any strong vibrations? Do you have a picture?

there is no vibration, and yes, it was preventing my wheel from being right on the metal, almost like a spacer....
