Is there a reason why my Remote Bass controller does nothing...?

 

Well it's because the relationship between the thingadoodle and the watitis have gone out of kefuscus.
No really, without a bit more info like what kind of amp, and whether it's one that came with the amp or a line level controller we really can't help.

 

did it ever work and stop? or has it never worked?

 

Yes I'm using the controller that came with the amp.

The amps brand new -KOLE AUDIO PH2-2400

 

Well since it came with the amp the only obvious things are to be sure the connections are good and clean, and none of the pins are bent. Possibly contact Kole or return it to where ya got it and see if they can help.
