Does the dig. cap ontop of the cap itself measure how many volts my amp is seeing? Or does it show how many volts the cap itself is holding to put out to the amps?

It's how many volts your amp is seeing.

is it normal for the amp to see 14.3 volts while driving, 13.8 at idle?
