What everyone seems to be ignoring is what is happening with technology and human culture outside Westworld. Somehow, a group of powerful humans has found a way to control artificial intelligence, and control human population (through genetic means) at the same time. The hosts are not silicon-and-steel robots, nor are they human DNA clones. They are constructed of carbon fullerene nanotubes (the real material of the 21st century) ; this technology bridges the gap between hosts and humans. What the MIB wants to know is if Ford has found a way to upload a complete human personality into a carbon-fullerene-nanotube host. (That's the goal of the industrial espionage). Ask yourself a basic question: "Why would two Nobel-laureate-class computer scientists decide to create a theme park? Ford makes it clear that Delos doesn't know what he is really doing: planning to recreate not just Westworld, but the real world as well.
