It’s been just over six months since President Trump took office.
In Washington, D.C. and around the country, we are witnessing an unprecedented refusal to respect the American people’s will as reflected in last year’s election, resulting in a lack of civil discourse and a disturbing breakdown in respect for the office of the presidency.
If you’re deeply troubled by what you’re seeing, you’re not alone.
That’s why I’m sending you this special edition Imprimis Reader Survey about the first six months of the Trump presidency.

Many characterize our young people today as ignorant, self-absorbed, and having feelings of entitlement.
This is too general a characterization—it is certainly not the case at Hillsdale College. And to the extent it is true, the young people are not chiefly to blame.
One of the best things about being president of Hillsdale College is that I get to know so many young people, not only on campus but in my travels around the country. And I have found, by and large, that they have vast talent and potential—just like the young people of every era.
This is not to say, however, that young Americans today are doing fine. Signs of trouble are all around. Note simply how many of them, as reflected in polls, are turning against the core American belief in free speech.
B, it is the duty of every generation of Americans, as our nation’s founders wrote and said often, to pass on, through education, the basic knowledge needed to preserve free government. In this we have let too many of our young people down.
I recently had the chance to film an online course with a group of Hillsdale students. The course is entitled “Introduction to the Constitution.” Afterwards, the film crew interviewed some of these students about the experience.

I hope this finds you well.
The Preamble to the Constitution lists the reasons for creating a new form of government: “to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity…”
As we at Hillsdale College prepare to celebrate Constitution Day on September 17, we have been thinking about those final words: “to our posterity.”
Just as our Founding Fathers took care to secure liberty for future generations, so have many subsequent generations of Americans—and so must we.
The most essential thing is teaching young people to cherish liberty, as well as what we must do to preserve liberty. This includes teaching them that only a certain kind of government is friendly to liberty—a limited government such as our Constitution provided.
Hillsdale College has been expanding its educational outreach specifically aimed at young Americans in recent years. And today we see a great opportunity in the fact that more than 15 states now require high school students to pass a citizenship test in order to graduate.
Hillsdale has a plan to accelerate its efforts to promote rigorous American civics education, especially to young people. This plan has several parts, and we are seeking to raise $300,000 in order to launch it by September 16—in time for Constitution Day.

Do the following statistics surprise you?

• Only 28 percent of American college graduates can identify James Madison as the “Father of the Constitution”
• 47 percent of college graduates do not know that U.S. Senators are elected to six-year terms and U.S. Representatives to two-year terms
• Only 32 percent of our so-called Millennial generation believe that America is the greatest country in the world

These statistics and others indicate that to the extent American civics education even exists anymore, something has gone very wrong with it.
Like virtually all American colleges and universities, Hillsdale College has always incorporated American civics in its curriculum. Sadly, it is today one of very few colleges or universities that still does so.
Hillsdale also conducts an extensive national outreach effort to teach the principles and practices of American government—and in light of the statistics above, we are planning to ramp up our outreach efforts, especially those to younger Americans.
In the past few years, more than 15 states have begun requiring high school students to pass a basic citizenship test in order to graduate. This is a tremendous opportunity to impress on young people the importance of the Constitution and limited government to liberty.
To kick off our new initiative, Hillsdale has set a goal of raising $300,000 by September 16—the day before the 230th anniversary of the signing of the Constitution.

Hon. Diarmuid F. O’Scannlain is senior judge in the U.S. Court of Appeals for the Ninth Circuit. He was appointed to the position by President Ronald Reagan on September 26, 1986, and has since worked on more than 11,000 cases and published hundreds of opinions on diverse issues. He earned his J.D. from Harvard Law School in 1963 and went on to a career in law practice and public service as Deputy Attorney General of Oregon, Public Utility Commissioner of Oregon, and Director of the Oregon Department of Environmental Quality before his investiture as a federal judge. During his tenure, O’Scannlain has also served as Chairman of the Federal Judicial Center’s Advisory Committee on Appellate Judge Education and Chairman of the International Judicial Relations Committee of the U.S. Judicial Conference, in addition to many other positions relating to judicial administration and reform, and legal education.
