When you shove blindingly bright 6000+K HIDs in craptastic housings that have no beam focus whatsoever, you get the blinding effect. I could personally go for some HID driving lights since I am still dealing with wonderous sealed beam technology.
No the real stuff is still legal but be prepared to pay the real price, the HIDs in crappy housing is what DOT is trying to stop. Case in point here is a legal HID kit mounted on a S13....
