There are still DOT compliant HID components (sylvania xen-arc and Hella sells em' too) but be prepared to pay ($300-$500 each)
IMHO I'm glad to see them go, they annoy the hell out of me.

If they don't come with your car, and they are not the DOT legal sets...they are illegal. All the companies who produced aftermarket kits were ordered to stop production of them.
