Looking at the original Saturday Night Live cast, they write about the eccentric New York characters who they saw every day.
........who did this writer see every day?

The cops in the beginning are like power hungry jerks who have no one to control them...
turned loose on the population with no oversight.......
just like real power hungry jerks who have no one to control them.......
