Not sure about the 2019s but I bought my 2015 Pursuit in Jan 2016 with only 27 miles on the odometer for $25k. It was titled as used.
So I wouldn't tell people it's impossible to buy a 2019 for $24k. I'm sure the deal is out there, you just have to wait for the right time.
