bike starts and idles good but when riding it down the street it shuts off and then..

I have a 91 Harley FXSTC. It’s dying while I’m riding it likes it’s running out of gas. I’ve replaced the intank fuel filter, the fuel cock, and rebuilt the carburetor and still have the problem. The bike starts and idles good but when riding it down the street it shuts off and then kicks back on. Could this be an electrical problem or is this definitely a fuel problem?
