Echelon wasn't trying to enforce "the spirit of the US constitution", it was trying to spy on the activities of every citizen of the world for the benefit of one federal agency, against the express will of Congress (i.e. against the laws of the US) in violation of the Constitution. *after* Max showed the computer that its actions would be a threat to individual freedom that the computer self-terminated.
