It's my understanding that he was on his way to a car show or a car meet when he encountered the cops.

I AM ONE OF THOSE PEOPLE.
People who lower their car to the point where the car's suspension barely functions correctly and compounds that issue by stretching tires too small for the car to attain a look, and then further reduce the contact patch of the tire by cambering the wheels as far as they'll go are not just morons.
They are frigging road hazards, accidents waiting to happen, which is why the Quebequa Police wisely pulled their ass off the road.
If you wanna build and show off a hella flush slammed car thats cool and all, just be prepared to trailer it to events.
These are PUBLIC roads we all travel on, I and my family should not be subject to vehicles that cannot perform safely.
