I agree with what he said. Nearly anywhere can component balanced but its difficult and expensive to dynamically balance. I would component balance the crank rods pistons flywheel and that should be more than enough. BTW you would do this before assembly not afterwards.
For a P&P nowhere locally is going to do a good job. Porting a Honda is more art than science. Look at www.portflow.com they do a nice job at an affordable price.
I dont know about $700+ dollars to be affordable but if that is the only place then so be it.
