Radiator fan should come on at 93c or anytime above 108c thru ignition switch in position 2. I don't see a problem with that.

Condenser fan must have these things to run.
Fuse 8 (7.5) in underhood must be good
A/c selected and fan in HI speed
compressor clutch relay must work
A/c pressure switch must close indicating sufficient charge in system

I originally thought you just had a bad ground (which you still might) then i looked at the print with my glasses on...If none of these things help LMK I will dig deeper.
