The b16 will rev as high as 10,500rpm on its stock bottom end...Your valves will float though so stick a quality valvetrain in your head and a set of Type R cams to pull on the top end...
FMU, Fuel Pump, and you'll be fine...

Everyone down in S.FLA are using a quality pump, either a Bosch or Walbro, and an FMU...Some have ran 10's on similar setups...
Idle bigger injectors with an AFC and you won't have to run such a high ratio RRFPR...You can run a 4:1 or so...
The bigger the intake manifold plenum, the bigger the reservoir for intake air and the results are higher horsepower numbers 6000rpm and up, with similar horsepower as with a stock b16 manifold 6000rpm and down...
With the cooler, bring the intake charge down with as large a cooler as you can fit...Use of a Bar and Plate Cooler will deliver the best effieciency results...I would use an Apexi GT Cooler "Silvia" core...This also acts like a reservoir for your intake air and will help broaden your torque curve...
