No. That is the auxilary ports. The actuators that are not there control the 5th and 6th ports. They open higher up in rpms to increase air flow. I will take a picture later tonight of those and where the rod goes off the throttle body.

It's for the oil metering pump as mentioned before. This pump injects oil into the combustion chamber to keep things lubricated. The pumps can be removed and the engine run okay as long as 2 cycle oil is mixed with the gas. Otherwise, there is no lubrication. If you just got this car and that rod is missing, you should be mixing 2-cycle oil in your gas. 1oz oil to 1 gallon gas.
