He's also planning to drive, so he can probably move something, or he wouldnt be planning this, you have to use SOME sort of mechanism to control the throttle, which he mentioned doing, I didnt specify any exact mechanism, just pointed him towards the hardware that would be very useful no matter the driver actuation method.
