Default H22a1 into 1994 Acura Integra GSR Question

Hey TR, I have a 1994 Acura Integra GSR with a Obd1 H22a1 running on a P28 ecu with Hondata. Car is tuned for an ls/vtec setup and the idle is rough. I heard I need a blank chip and retune it for the H22, but not sure. Would it be possible to just replace the ecu with a P13 from an H22 instead of tuning the car? Any help would be awesome!
