Hmm, would an 1" intake spacer and milling the heads to get the compression ~10:1 do the trick, or are cubes still going to be the problem?

Hurst, the low RPM bucking especially concerns me. This car will be a daily driver - whenever I'm not on the bike I'll be going to work on it, that means stop n go traffic. I'll be going on interstates with it, that means long periods of 2,000-2,500 RPM driving.
