The worst thing about a Viper is at 450hp ('03 500hp) it only runs in the 12.0-12.3 range and there's nothing you can do about it. You can't put SC, turbos or nitrous on them. You can't change the suspensions or wheels. You can't put headers on them or intakes or do any head work. There is absolutely nothing you can do to that 488cid ('03 505cid) V10 to make it go faster. And of course we all know 12.0@120mph aint fast.
Oh and top end? It takes forever to reach 186mph.
So if you ever see a Viper run faster than 12.0 it probably has a Chevy motor...or a VTEC.
It all depends on the owner of the car, but I do not think anyone was making arguments that Vipers weren't fast. They're just not McLaren F1 fast, as some people would like to believe. They're also somewhat heavier than the WRX, 3445lbs for the '96, so for those ready to throw the BS flag, you might want to reconsider. That's a lot of bulk to move out and Billy isn't giving up an extreme amount of bhps to the Viper's stock 415hp.
That big ol' truck motor can be modded all to Hell, but it sounds like the car Billy ran was bone stock. And Billy's car is definitely faster than most people would think.
