That heat has to go somewhere. In the case of most A/C setups (not familiar with the one you're discussing), it dumps before the radiator. Then, you're heating the engine coolant. That's why they limit you to 10sec.
The A/C system isn't really set up to move the kind of BTUs that you'd want. That's why 120 seconds of cooling another medium (water) for 10 seconds of run makes sense.
