The EEC powers up the FP relay at switch on. Maybe there's a problem with the ignition switch...the one burried under everything on the botom of the steering column, not the one you stick your key into. The Ford ignitions of that era are known to go bad like a Muslim in a hand RPG factory. Did you check out the EEC relay? Check the ground for the EEC in the kick panel and by the battery?
