Velocity will have 90% of its efficiency within the headers only. Its theoretically impossible to have the same velocity passed the collectors with the entire exhaust being the same diameter. In order to maintain the same velocity the exhaust would need to get smaller and smaller toward the tail pipes.

If it was all about velocity then there would be no need for scavenging. A simple single exhaust would work if that was the case.
