I will try to explain it the best i can .you can use a bypass reg and be done but they are exspensive compared to 2 cheapo holley regulators.
you connect the supply line into the first regulator in the bottom port then the return in one of the out ports and the other out port goes to the other regulator .you set the first regulator to 14 psi and put a restrictor of some kind in the return line like a nos pill or something similar.you set the other regulator a 7 psi . no creep no erratic pressure solid 7 psi...The key is the right restrictor in return line .....
none of my cars have this set up....but i have done it in the past and my freind rocks his everyday with that set up.I will try to get pics of his set up
