Default 97 ITR BB/MC more pedal travel problem...

So I installed a new 97 ITR brake booster and master cylinder (1") on my EJ8 with Stock front brakes and GSR rear disc brakes. Also installed a 40/40 prop valve. I bench bled and I bled the brakes, flushed out all the old fluid, no air is coming out, fluid is coming out real strong and steady out of the bleeder valve on all 4 corners... still the same pedal feel. The pedal doesnt sink like theres a leak or anything but its not firm. It feels like it starts to get firm way far down near the floor but it wont hit the floor. Its not super easy to push the pedal like theres no pressure but it just feels "unsafe" if I were to actually drive the car with it like that. Who knows if it will even stop. So WTF is the problem? Brake guru's, I'm all ears or eyes I should say.
