bro the same thing was happening with my sammy with a 12a and when we took it apart the slots where the apex seals goes were to wide open for the seals....i mean it was the worst i have ever seen the housings were really bad and the thing would still start and i would drive it 12a's will run for ever thats why i love them more than a 13b even tho parts are getting a lil hard to get my guess is that they might of used new parts but the rotors were bad like out of spec to be able to be reused also if u used a regular compression tester like for a piston eng it will not give you acurate readings u have to use one specially made for rotarys also that carb is way to big for a street port i would go with a 600... if bridge ported then i would go with a 650....the carb needs to be worked on ( some parts repleced and some added ) you cant just slap a holly and hope it works...when i rebuilt my eng i did have to squirt a lil oil to get it started for the first cople of times ( like 5 or 6) wile the apex seals set with the housing but then it would start right up everytime after that also about the omp if the link is not hooked up then make sure that they didnt tie wrapped it down all the way open.....also this is the reason rotarys have a bad rep...people trying to rebuild their engines reusing bad parts if you have to re place the apex seals why not replace corner seals and springs specially if not using 93+ corner seals springs also replace the side seals and springs.....half way build eng can only give you so much if you have any questions let me know i have a really good mechanic in the pinellas park area let me know if this helped
