Vtec is mechanically activated by oil pressure
Vtec is electronically activated by the ecu, which uses sensor readings (speed, temp, sometimes knock, etc. to decide whether you are going to get vtec or not.

If there is a switch or sensor problem, it should show up as a CEL on your dash. Oil pressure is best determined with a gauge, but you obviously should check the oil level.
