There does need to be a vin verification if you don't already have a Florida title. It can be done physically at the tag office, or a Florida dealer can sign as well as a LEO. I don't think you're going to get an out of state LEO vin verification to fly, but I may be wrong. The best thing to do is call the tax collector's office in the county you are planning to register it in and ask, I know it takes a while, but so does getting a correct answer to a legal question on a internet forum.
