You may be able to get around this requirement. I worked at the DMV/Tax Collector's office many years ago. I am pretty sure you can have a sworn officer sign an affidavit verifying the mileage and VIN in your current location. Not sure if that can still be done though. Otherwise you will have to bring the car in person to have the VIN and mileage verified by a DMV officer.
