Yes you are right, they are setup from the factory for each valve specifically. While to the naked eye, they look the same, they vary by a few millimeters; which can case your valves to open too much or not close fully.

Here is how you fix the issue:

NASIOC - View Single Post - So, I mixed up my buckets/shims whatever you call them.

What I do when I tear apart heads is I mark each shim with a sharpie while still on the car and then take a picture of the head with the shims still installed and then put the shims in seperate zip lock bags and label those as well.
