i was like that at my restaurant, too. its definately more prevalent in restaurant and jobs where you have alot of workers who arent college educated and are just stuck in dead end land. you still have your hard workers who love the job and/or want to try and move up by being great workers and learning as they go.

They made me Kitchen Manager and said how can we get the B team closest to the A team? Boom, a big lecture to the B team to stop being potheaded losers and a few key firings/hirings and my store ran a hell of a lot smoother. I only left cuz i had to move and wasnt getting much pay out of what all i did.
