Dumb question, but have you checked the brake pads? Some brake pads have a 'squealer' plate attached. You might just be hearing that.
Also, IMO I would not cut/resurface the rotors. When you do, it cuts a thin spot causing the rotor to warp again. Just replace the rotors, as they are not usually that much more.
