Default volt meter

someone want to help me out and bring over a volt meter so i can check out the TPS situation??? i cant find anyone with V.M... errr but before we do anything, lets say the voltage is not set to factory specs...and we do happen to fix it... what are the chances that when i plug up the tps again it will stop the hesitating and what feels like a fuel cut off when i floor it...and sometimes just holding it at a steady problem... remember this comes and goes so for now i just unplugged tps...
