You're supposed to clean it and let it sit overnight. since the contents are compressed and it's cold -- the MAF will build a little condensation on the wire and will be "wet". if you crank the car and try to run with it like that, you'll get an over/under volt condition and the car will either shut off or just run like pure poop.
maf cleaner works when you use it right and read the instructions on the can...
THIS. Also, the cone filter you used...is it a K&N oiled type filter? If it is make sure the filter wasnt too wet with oil. If the MAF is very close to the filter the airflow may have pulled some excess oil out of the filter and onto the MAF, causing voltage reading issues.
