When there is debris on the track (such as a disabled race car), they don't wave a yellow flag. They wave the debris flag so that drivers know there's something on the track.

The race drivers in this instance were doing what race drivers do under yellow. They were driving at a reduced pace (which isn't "slow", just not "flat out") and on-line.
