Nah, I'd say that was 100% the fault of the safety car. You can't just stroll across the track and give the race cars nowhere to go. Whoever was driving that car had no business being behind the wheel of a car (even a safety vehicle) on a race track.
He should have tucked way to the right side of the track and been much more cautious about closing traffic before making a move across the track. The yellow flag means use caution and don't pass, it doesn't mean STOP, and it doesn't give safety crews the right to be completely stupid.
