Does anyone else with a S14 have a random hole in the driver side rear fender wall at the top, like smaller than a pinky?

Saw it today, cant tell if its supposed to be there, or is from someones lazy PDR work that they didn't seal up. Would like to know so when I re finish the fenders and stuff in a week or so, ill cover it up if it is.
