you might as well have it painted again,
most painters wont go over some ones previous work and paint for the reason of warranty. if I give a year warranty and it goes bad in 6 months like yours did then i have to do it on my pocket, not even really knowing if it was the original product and work done that i am just re-clearing to make it shine.
if some one does do just a re-clear then you are going to get charged more for that reason, to cover if it does need to be redone on the shops time, you can get a new full paint job since you are wanting to get the hood painted as well and only cost you a few hundred dollars more and you have what you want.
