Looks like they did that for possibly the fan relay. Relay probably went bad so they jumped it. Does your fan run nonstop or any other item run nonstop that should be intermittent?

Like stated above, grab a fuse block off ebay or junkyard and swap it out...very easy thing to do. Put all fresh fuses and relays in it and call it a day.
