It's possible, but unlikely that both tail light bulbs would go out simultaneously. Check that the plugs aren't loose. If that doesn't work then I'd say to just go ahead and buy new bulbs. Even if it turns out to be a wiring problem, it's not that much of a loss, and either way, you're going to need to replace your bulbs eventually.
